Singer-songwriter Sampha, who won the Mercury Prize a year ago, competes with Dua Lipa and rappers J Hus, Loyle Carner and Dave in the British breakthrough act category.
And former One Direction star Payne was nominated for best single and video for Strip That Down, which has now been a hit in Britain, Australia and United States.
In the global categories, Foo Fighters, Haim, The Killers, LCD Soundsystem and Arcade Fire are up for best group.
Alicia Keys, Björk, Lorde, Pink and Taylor Swift are up for International Female, while Beck, Childish Gambino, DJ Khaled, Drake and Kendrick Lamar are nominated for International Male.
