An official with the Tehama County Sheriff's office said the shooter had also died after opening fire at a local elementary school. Mercy Dignity Health confirmed that the hospital has received three patients. Five others, including three children, were being treated at Enloe Medical Center in Chico, about 100km southeast of the shootings, hospital spokeswoman Nicole Johansson said.
"It was very clear at the onset that we had a subject that was randomly picking targets", he said.
Jim Schultz, a court reporter with Redding.com, was live-tweeting an interview with the alleged shooter's neighbor, Brian Flint, who said the suspect harassed him. About 100 students attend the school, which is the scene of one of the shootings that took place, according to an official.
Mr Johnston said the neighbour, a woman, had a restraining order against the gunman.
In her last few talks with her son, Neal's mother said he sounded desperate and despairing over his relationship with his neighbors, who he said were cooking meth and creating fumes that were harming his nine dogs.

But his many contacts with authorities raised questions of why he was out of custody and able to go on the 45-minute rampage that began with the killing of two neighbors in an apparent act of revenge before he went looking for random victims.
Gov. Jerry Brown issued a statement offering condolences to families who lost loved ones in "today's violence in Tehama County, which shockingly involved schoolchildren".
